Yes, children are not excempt from the licensing. Many movies are shown to sunday schools and childrens groups and should be included in the church size. Children should be included in the congregational membership count from whatever age they begin attending children’s programs at your church. If no crèche exists, then children over the age of one year old should be included in the membership count.
